You have 7 Pokemon on there lol
And you Copy-Pasted w/o removing my comments o.O

    I see no ice cream in here. >:{

    This team gets a 6/10

If you were going for a semi rain dance team here, it coulda been executed much better. In fact, a simple change in weather quickly turns the tides against you. :/

    Ahh well..
Err any suggestions that would help this team?
I haven't played my PEARL for about 2 months.

Since you're already half, I'd convert to a full fledged Rain Dance team.

Try throwing in a Kabutops/Swampert/Milotic/Omastar in there.

    You might like the results.

That's nothing a levelling up spree won't be able to fix.

I know that but what I meant was you were suggesting I should convert into a RAIN DANCE team.
But if its not preferable, I can completely give this team a hot make over.
    + I have a 403 attack T'tar.

Ttar would throw off the groove for the rest of your team here, seeing how only two of them aren't affected by the sand...

You don't have a Spinner nor a PHazer.

In all honesty, a good spinner isn't mandatory.

Spiker teams are not as common as everyone pretends they are.

At the most, you'll be dealing with random individual SRs...

SR FTL...there's a vid on youtube of SR literally sweeping an entire team...so unless you resist it well, you need a spinner.

Spikes/Stealth Rock/Toxic Spikes NOT common. Are you kidding me?!?! As Anti mentioned, there are numerous videos and personal experiences of my own attesting to the strength of those attacks. Again, reiterating what Anti said, unless your team resists them well enough, every team should come equipped with a sturdy Spinner.
