Investigation: Need Assistance

For starters I would like to apologize for my first post not being a typical one. I am a moderator on another forum, and we have a problem with one member that seems to have a habit of stealing sprites from other places and using them without permission in his avatar or signature. So far we have proven that he has stolen a number of sprites and the sources from where he stole them. But he now has a new one, and since it is on a subject other then what the forum that I moderate is about the administrators put me in charge of investigating. Sadly I have hit a dead end, but that is where I am hoping that you all may come in. I need assistance in identifying the creator of this sprite.
