Whoa, whoa. Time out. This list is not... actually very good. Blackwings run a very streamlined list of monsters... a friend has joked about the fact that typically 36 cards of every Blackwing build remains the same; I feel that it is true (and funny, as well), at least when one applies it to the monster count. 3 Kalut, 3 Sirocco, 3 Shura, 2 (or 3) Bora, 2 Blizzard, 2 (or 1) Vayu, 1 Gale, and 1 Dark Armed Dragon.
So let's come up with a list of monsters.

That looks pretty good, given Blackwings are a breed of simplification-based and tech-based deck.

...Way too few actually good Spells. Black Whirlwind is a step in a good direction... however. Key spells in this build are Cards for Black Feathers, Allure of Darkness, and !!Pot of Duality!!. You should run 5 copies in total... that is, a 2-2-1 split between CfBF-PoD-Allure or a 1-3-1 split. Don't do a 3-1-1 split, with 3 CfBF, because CfBF is a little weak sometimes (like Solar Recharge) and we don't want to deaddraw our face open.

That looks very good for the Spell lineup. A mix of primarily card draw combined with some power plays and 1-4-1 removal completes this complement.

Traps are the most important part of a Blackwing deck. Delta Crow and Icarus are obvious choices, but I am unsure about Trap Stun, because Blackwings rely on Traps to make their deck go around. Icarus deserves to be upgraded to 3 as well. Seven Tools of the Bandit is actually very powerful this format, as it stops defensive moves like Bottomless Trap Hole, Torrential Tribute, and so on, as well as providing a good bulwark against the likes of Solemn Judgment and Warning; furthermore, it pushes against big sweeps for game by negating Trap Stun.
We are allowed 13 slots for Traps.
