Is it possible to create mini games?

Here's an idea from my doc about the game I want to create:
First of all I'm editing to mention that I plan to work with emerald-decomp and am thinking about using the expansion, based on that variety of mons I'd like to have.

I'd love to create my own version of the Teachy TV, and what it does is teach Pokemon moves! It'd be locked to only what moves a Pokemon can learn at their current level, but would open a realm of possibilities for movesets. Since this is a "natural healing" region, humans help their Pokemon learn new moves by doing yoga together. (Or some type of workout, for example boxing if the Pokemon is a fighting type.) If possible I'd love to implement a mini game for move teaching, not a QTE or anything just like a round of Simon Says or something, and on screen would flash some pixel art of you and your mon working out, instead of just sitting in a menu screen. (Also the item itself would be locked behind some type of world event, like you don't get it until the 2nd or 3rd town because it's something of your mom's that your dad found in the closet and he thought it would help you. "I haven't seen one of these in years, I don't think people train like this anymore…but I know you like things you think are vintage!" I think it would be hilarious if you're the only one in the entire region that uses a Teachy TV, like NPCs could comment on it sometimes. "You say you practice kickboxing with your Blaziken?? Aren't you worried about getting burnt??")

Now, I figure the process of adding in a TV item and making it a move learning tool shouldn't be too hard, my question is about the mini game aspect of it. Is it at all possible? I know they say anything is possible with a little perseverance, but since I'm really new to the scene I don't know what truly is in the realm of possibility and I don't want to waste my time trying to figure out something that just can't happen within the confines of the game.

    Thank you for your time!

Anything is possible with a little perseverance, as long as your "anything" is within the capabilities of the Game Boy Advance and you know how to program.

As a demonstration of that, here's a video that showcases a bunch of custom minigames created with pokeemerald

For your idea it might be easiest to start with modifying the teachy tv in pokefirered, and then porting the code to pokeemerald.
