I have never heard of that, so I would assume it is a rumor. And there doesn't appear to be map data of a different reigon in DP.

Sure, but that's only if you use Dig in Vermilion to get Mewthree in R/B/Y or FR/LG. Oh, and you need to have travelled to space from Mosdeep in R/S/E, too.
