I have 4 badges and here's my team:

    ~Noctowl Lv 21
    -Peck
    -Hypnosis
    -Tackle
    -Foresight

    ~Flaffy Lv 24
    -Headbutt
    -Growl
    -Thundershock
    -Thunder Wave

    ~Skiploom Lv 20
    -Poisonpowder
    -Sleep Powder
    -Synthesis
    -Tackle

    ~Quilava Lv 25
    -Tackle
    -Quick Attack
    -Smokescreen
    -Ember

    Gyrados Lv21
    -Splash
    -Tackle
    -Surf

*I just evolved a Magikarp so I will have a better moveset shortly

    ~Eevee Lv 23
    -Tackle
    -Quick Attack
    -Sand Attack
    -Growl

So what do you guys think or suggest I am open to any critiques to better my team, Eevee, Quilava, Flaffy, and Noctowl are my permanent members but I may make some changes to the others. I never really use Gyrados but I was trying something out. Skiploom may be my primary Grass type not sure yet. So suggestions on movesets and types of pokemon will be appreciated.

Four badges would mean that you're going to hunt down Chuck, correct? You just defeated Morty of Ecruteak huh? That is not a good team for Chuck. I don't recall the level range, but the type set is definitely not good against Chuck. Your level range is too low, so consider training more such as continuing onto the Whirl Islands and helping that Ampharos at the Lighthouse.

At least you have a Flaffy, perfect for traversing around. Train well, and you'll do very fine. Especially with Gyarados, just be careful when fighting those Electric Pokemon.

In the old games, all I can remember very well is to spam Surf and other strong moves and everything turned out fine. Unfortunately, the game was very easy for me as I only used about one to two Pokemon, using only about one to two moves. Oh well. XD

EDIT: Oh gosh, my intelligence in Pokemon is indeed deteriorating. I got it the other way around! You're going to do very well against Chuck as long as you level high enough...Gosh I'm stupid. I feel like I developed Alzheimer's...

Party is good so far... I'd pick up TM 48, Fire Punch, for Flaaffy, teach him that over growl. Teach it Headbutt or Strength to Flaaffy too. Teach TM 02, Headbutt, to Skiploom. Keep Bite on Eevee and teach it TM 02 as well. Try to get Eevee to an Espeon. Teach Headbutt or Strength (you get it in Olivine and whichever one you aren't teaching to Flaaffy) to Gyarados. Headbutt on Quilava is good too. I'm recommending Headbutt/Strength because it's a fairly powerful normal attack, and it's way better than tackle.

yeah sounds good but you might not want to bother training your regular Gyarados because you will eventually get a shiny one

Ditch Gyarados for now; you can get a Shiny Lv. 30 one by going to Mahogany Town and going South to Lake of Rage and capturing it.

Skiploom sort of fails. I like Weepingbell much better, but that's just me.

My Pokemon were all Lv. 35 at this point (my Typhlosion was Lv. 40) so I had an easy time, but you might have a little hard time. Flaffy is something I regret never using, so it's good your keeping it. To beat Chuck, you only need Flaffy and Noctowl (Poliwrath weak to Electric, Primape weak to Flying) For Jasmine, Gyarados and Typhlosion (assuming you evolved it) will handle it nicely. Ampharos (hopefully you evolved it) and Typhlosion murder Pryce. And Gyarados with dragonbreathe takes out Clair.

Can you explain how Skiploom fails? I wanted to fully evolve it since I never used a Hoppip/Skiploom/Jumpluff

It was just never one of those great team players. Sure, it had it's Powders that was annoying, but outside of that it never really did much for me.

Victreebell, however, was awesome. It has pretty awesome defense, and it learns great moves.

Hey, that's just me, but I support your usage of Quilava, Typhlosion FTW.

you can make a skiploom/jumpluff good by having:
    skiploom/jumpluff>leftovers
    sunny day
    synthesis
    sleep powder
mega drain/giga drain(i don't know if it learns it early)

if it grows enough you can replace giga drain/mega drain with solarbeam

Not a bad set at all, actually. I like the variation. However, having said that, you should try to take advantage of TMs and make your Pokemon more versatile in terms of techniques.
