Well if you got to Sunyshore City, and go talk to the lady in the seal shop, and if you get a effort ribbon, thats when you'll know your weavile is fully EV trained. Otherwise hard to tell.

Wow, I have only EV trained 1 team before but it only took me like 4-5 hours per pokemon. Why did it take you so long?

What nature is it?

It's got full EVs, but it doesn't look like it has 252 EVs in Atk. It should be around 339 - 372 if it was.

Thats not EV training...well it is. But then it's randomly EV training.
