Is there a pre evolved form of groudon and kyogre

Im so confused and sorry about this dumb question coming up.

Im so confused,on the box of the action replay there are 2 pokemon a pre evolved groudon and also a pre evolved kyogre but yet ive seen nothing code wise or pic wise on any website.

Can any one at all help me out on this please thanks.

Legendary Pokes do not have pre-evolutions. It is Action Replay, a cheating device afterall.

Kyrogue seems more reasonable but Groundon looks like a lizard

You will not find evolutions or pre-evolutions of any legendary Pokémon, unless you count Arcanine which is not really a -legendary- Pokémon.
