There is this one person who keeps posting VMs on my page, and I don't know him, and it's annoying. BUT I don't want to block everyone random person. I added him to my ignore list, but that doesn't help.

Have you considered restricting access to your visitor messages? There are two ways to do so:

You can do this by going to your User CP, selecting Profile Privacy, and setting Visitor Messages to contacts or friends. I would suggest contacts because you can add people there that you are interested in talking to, but haven't friend requested. Unless you're someone who would prefer adding them as a friend instead.

Or you can set it to restrict access to contacts and moderators through edit options. Check the box "Limit usage of Visitor Messages to Contacts and Moderators" in the Visitor Messages section.

I think he means he wants to restrict just that one person from posting on his profile, in which case you would follow the directions above and set the visitor messages privacy to "registered members" rather than "contacts", which I believe should keep this user away provided he/she is on your ignore list.
Most likely your privacy for visitor messages privacy is set to "everyone", the default setting, which even allows "ignored" members to post on your profile.
