I'm very sorry, but that moveset really isn't good at all. Remember, one sturdy grass type with Earthquake will block each and every move you have. More than one move of the same type is useless let alone all four.. Here's a better set:

Ice Beam
Grass Knot
Stealth Rock/Agility/Yawn

That's pretty good, but personally I like this set up.

Flash Cannon
Grass knot/Drill peck
Ice Beam
I also attatched Splash Plate so Aqua Jet is a decent first strike attack to make up for poor speed whenever needed.

Drill Peck & Aquya Jet are both kinda useless on Empoleon. He just doesn't have the Attack to pull them off. Try Surf. Everything else seems fine.

Only reason I'm not too keen with Surf is because I participate in alot of double battles. Aqua Jet came in handy in many situations, especially when I needed just one more hit. For instance it was the last pokemon for each team, the opponents weavile attacked first with a devastating brick break. Empoleon attacked with Flash Cannon. I was able to sneak in a first strike with Aqua Jet and win. Same thing happened with a Raichu. It just works for me and Empoleon does have decent enough attack to finish off opponents when they're in mid-yellow (especially since I attatched a Splash Plate on him, most his other attacks don't need an extra boost). I'll probably forget drill peck real soon so I can't argue with you there. I would forget about Aqua Jet if it wasn't for the said Splash Plate. I could give it quick claw, but Brongzong needs it more to help me wall with hypnosis and confuse ray.
