1st Gen Item Duplication Glitch Not Working?

I'm surfing on the shore of Cinnabar and I find M, both at level 0 and 80 but still isn't duplicating my Rare Candies? I've done this multiple times but it's now not working.

have you tried beating him? I am pretty sure when you encounter him the first time it duplicates, but you may have to beat him, as long as you don't catch him your game should be fine.

A more sure fire way to duplicate is to use the Ditto glitch wherein you have Ditto transform into a Pokemon with a Special Stat of 182-184. These values are stable and correspond to Helix Fossil, Dome Fossil and Ghost. Defeating them in a wild encounter is not necessary since by engaging them in a wild encounter multiplies the item in the 6th slot(in this case Rare Candies). Note: Wild Ditto in Yellow are only found on Cinnabar Island.
