    Ok, so for my Jolteon I have

    Jolteon
    Hasty Nature
    Volt Absorb
    ThunderBolt
    Thunder Wave
    Iron Tail
    _________

    I need an item and better moves.
     
    Shadow Ball, good for type coverage.
    Thunderbolt and Thunder Wave are both good though.
    I use Hidden Power, but unfortunately mine is Fighting type. =\ The last move is really for preference.

    I WANT to use Shaodw Ball, but I no longer have it. Boo hoo. So Im going for Thunder Bolt, Thunder Wave, Agility, and Maybe Charge Beam.
     
    Why have Charge Beam when you have Thunderbolt? :) Other than for its abilty to boost Special Attack?

    EDIT: I could easily breed up an eevee with Shadow Ball for you, if you need one.
     
    You can get another Shadow Ball TM from the game corner IIRC
     
    OMG Thank You! Its the ultimate TM for my Jolteon, its EV trained in speed and special attack. So, Thinder Bolt, Shadow Ball, Agility, Thunder Wave... I like it.

    I don't see much of a reason for Agility on such a fragile Pokemon unless it has Baton Pass.

    It has one weakness to a type that is very easily the mst used move type in the game. It is murdered by most Physical Sweepers, even the ones without Earthquake. Jolteon's speed can already handle a large majority of Pokemon, boosting its speed will just set it up for a sweep.

    Nature: Timid(+Spd, -Atk)
    Ability: Volt Absorb
    EVs: 4 Hp, 252 Spd, 252 Sp. Atk
    - Thunderbolt
    - Substitute
    - Thunder Wave / Baton Pass
    - Hidden Power [Ice] / Shadow Ball

    Jolteon scouts switches. If they switch on Jolteon, Thunder Wave while your sub is up, or Baton Pass the sub to a favorable matchup. I like the Baton Pass set myself. Peteya Berry so it hits hard after it's done substituting.
     
    i like the set with leftovers. you'd be surprised how long it stays in battle substituting and letting leftovers restore its hp.

    You can fit 2 more EVs in Hp btw, I just calculated :D
