Thanks to Dr. Fuji's help, this is mostly sorted. The palettes can't be viewed in OW:RE, but do show up in game - if anyone knows how to get OW:RE working for these extra palettes please let me know :3.
So originally I posted this in the tutorial it related to, but since the author doesn't seem active and JPAN himself is unavailable I thought I'd post here.
I've only managed to find one documented problem like this, in JPAN's actual thread, but the response was not very enlightening:
By previous one, I assume this means previous palette/pointer? But I can't see anything wrong with it ><. This problem arose when palette 1E was still filled with 00s waiting to be edited.
Any help would be greatly appreciated :<. Otherwise I'm going to have to work out a way to slim down my palettes a lot.

I've made plenty of tests, and this problem only exists because of the previous one. After correcting, I tried 0x50 random generated palettes, and worked perfectly.

Can anyone ascertain why all of my added palettes work, up to 1E. 1F, 20 and 21 all show up as palette 3 (youngster with the yellow hat) and it is the same palette with a different number - if I change anything with them, it also changes palette three.
Any ideas? I've wracked my brains trying to find a solution. I wonder if there's a limiter byte somwhere I need to change (as it seems to be defaulting to the first palette in the list??).
Edit:// I've tried changing '1F' to '0D' but the palette still doesn't work. It seems to be their actual position in the table that's affecting this.
