Just some thoughts about Priority Moves

Okay, so in Pokemon, the moves have their own priority. Moves with higher priority are often called as "priority moves", and not affected by speed as long as it has higher priority. Like, fake out, follow me, helping hand, bullet punch, etc

I am just thinking (in Pokemon logic standard) , why do some Pokemon learn priority moves while the others can't learn at all? Do some species have 'hidden speed power' or what? Why don't they use it all time in their every move?

The other thing I found weird is about Exremespeed. Exremespeed is when your speed goes to extreme. It is normal type with 80 base power. The other normal move with priority is quick attack, only 40 base power. Why do most Pokemon that can learn extremespeed, can't learn quick attack? I know linoone learns both, but what about arcanine, dragonite, rayquaza? I understand most Pokemon with quick attack can't learn extremespeed, because they like "oh, I'm not capable of doing that", but why can't the one learning extremespeed can't learn quick attack? Isn't it just like "hey, I'm just gonna hit you with my extremespeed, it's just that I'm not gonna hit you as hard as usual". Isnt that strange.

I mean this is Pokemon we're talking about, if it was real life simulator Wooper wouldn't be able to punch, or exist for that matter. I guess some aspects of the franchise have no apparent logic to it and you just have to theorize. Maybe some Pokemon can learn Extreme Speed but not learn Quick Attack because they are unable to only do 40 base damage when going ridiculously fast? Maybe Pokemon that learn Extreme Speed find it impossible to do that. Who knows?
