    What are those 'user group' thingies in our user profiles? xD; It just kinda irks me to see a blank space in my profile... ;_;

    Oh Public Groups.I dont get it either.Arent they some sort of club.
     
    Well, VBulletin has a option where there can be Many usergroups which the public can join if they are interested.
    For Eg :
    "Male Trainer Elite Attacker Skatey Champ" or whatsoever. PC does not have this option turned on cause it'll lead to choas and confusion. Hope this answers your question.

    CC is right. Its like lets say, when the president rank was made. It could have been chosen to be "Join Public" but it was not. If the usegroup was join public, any member could simply go to the user cp, and then to misselaneus [option if this was on] and then join puublic groups and join any group available. PC does nto have this, Serebii does but Serebii's way is way disorganized and confusing. Its good PC doesn't have it.
