3rd Gen Kanto & Jhoto Rumor

Hey, I recently heard a rumor saying if you complete your pokedex and go to the guy in lilycove you will gain access to the Kanto and Jhoto region, I was wondering whether the rumor is true.

I havent heard any rumours like that, and no I havent completed my Pokedex but if that did happen it would have to be a fake..why would they make it so hard in that case..XD Unlike in other games where if they go back in time, they make it easy. So I don't think this is true..it would be good if it was though..
