Lapras and Latios

i'm thinking about inserting these two into my sapphire team:

Lapras
Nature: +speed or +special attack/-attack?
Ability: Water Absorb or Shell Armor??
EVs: max special attack, remaining on special defense and speed?
Moveset:
Ice Beam
Rest
Thunder (auto raindance because kyogre is in the team)
Surf or Toxic or Confuse Ray?

Latios
Nature: +Defense/-Special Attack :disappoin I didn't like it but there is no choice, only one Latios
Ability: Levitate
EVs: max special attack, 3/4 remaining in speed and 1/4 remaining in special defense?
Moveset:
Ice Beam
Psychic
Calm Mind
Recover

or

Ice Beam
Thunder (Kyogre is in the team)
Psychic
Surf/Dragonbreath/Dragon Claw

or

Anything else

* Dunno bout the Rest of your team if it has alot of Surfers... If you do, Confuse Ray as least move and Chesto Berry as Item. EVs in Sp. Attack and HP.

Latios
Nature: +Defense/-Special Attack I didn't like it but there is no choice, only one Latios
Ability: Levitate
EVs: max special attack, 3/4 remaining in speed and 1/4 remaining in special defense?
Moveset:
Ice Beam
Psychic
Calm Mind
Recover
* Kyogre and Lapras will alredy Sp. Sweep, so why not Physical Sweep with Latios?
