I've wanted to respond to this for some time now, yet haven't ^^;
The head's pretty good (I'm guessing the eyes were supposed to be cute like that :3) but his body looks a bit weird, I'd suggest making the neck longer and the body more of an oval with the spike fins sticking out at the back of the oval and he's a bit more streamlined and..hmm, I'm not making much sense. *whips up example on Paint*https://img.photobucket.com/albums/v607/ChibiPika/Latiosguide.bmp

The body does look a bit bulky... but what am I to say? I never drew Latios before...
