The first time. They only appear in Hoenn, not the islands. They are at lv. 50. If you picked...

Squirtle, then you get Raikou.
Charmander, then you get Suicune.
Bulbasaur, then you get Entei.

Correct, but the real name of the Legendary "Dogs" is Legendary Beasts, especially appropriate to Raikou which doesn't look like a dog...

It's Kanto Region not the Hoenn

They (being Dogs, Beasts, Cats, whatever) are released in Kanto only, no Sevii Islands. They also will not appear in Caves or Buildings (like Power Plant etc.), but will appear on water when Surfing and obviously in the grass.

Its quite lucky i you do meet one, Ive had FR/LG since they were released in England, and only ever met Suicune once. It was on my FireRed, on Route 19, whilst Surfing. But before that I had been messing about, releasing Pokémon and wasting money and whatever, so I decided not to save. And boy was that a big mistake, never seen it since.
