An Awsome Person Gave Me A Tepig Level 1 and A Snivy Level 1 and they die before you can use a move (even level 5 wild in town 1)

You can get an Exp Share in Castelia City in the battle institute as well as one in Icirrus City in the Pokemon fanclub. Equip that on your level 1 Pokemon and then while you battle with your other Pokemon, your level 1 Pokemon will gain experience. Alternatively, you could put them in the daycare centre in the route after Striaton (which is the third city). Those are the best ways to level up your Pokemon and either are pretty effective. :)
