when a pokemon has maxed out its ev's and everything and it gets leveled up is it set in stone? will it, say, get +3 attack each time it goes from, say, lv 78 to 79? like if i turned the game off without saving and leveled it up again would the stat boosts be the same as the last time?

I...don't think so. It depends on what you Pokemon you battle to get the exp to get to the next level, and the nature and IVs. I'm not 100% sure on this though. :/ Either way, if you have questions, please use the Q&A thread in the section for the game that you're asking about. Like, if this is for Black/White, ask in that forum's Q&A. Sorry I'm not much help. D;
