i want to know, which non-legendary electro-pokemon is the strongest.
and where i can catch it?

i dont want to train ampharos.......

Sorry, this forum is for only the official Pokémon games, not fan-made games. In Johto, Magneton has the highest Special Attack of all Electric-types, with Ampharos and Jolteon close behind. I'm not sure if they are in Liquid Crystal or not though. In that case, try searching the internet.
