why? Both of those moves are quite weak.

Surf and Hydro Pump are much better Water attacks, while Energy Ball and Grass Knot are much better Grass Attacks.

Well, Hydro Pump it learns it as a Lombre at Lv43 and it can learn Energy Ball by leveling up Lotad to Lv43 or by TM. Surf you can teach it by the HM and Grass Knot can be learn through the TM.
