Does a Lugia even appear in Dengenki Pikachu manga (Drawn by Toshiro Ono correct?)? I don't remember it appearing...if it's the Toshiro Ono manga. But I think Lugia appears in GoldenBoyz and Pokespecial mangas.
 
Yes Lugia appears. It's only in the graphic novel though. I have seen it. They don't show in the single comics, but it's only in the graphic novel. Ash is telling his mom that he saw a huge Pokemon or something like that and he has a flashback and it shows Lugia.
