    What does a Macho Brace do in the games? The description said it lowers speed, but does it lower the speed in battle, or speed gain when you level up?
     
    it only lowers speed when in battle. Your pokemon's speed should still be growing normally.

    The Macho Brace's primary use is in EV training as it doubles the EVs you earn from defeating wild pokemon.
