I just got pokemon leaf green and i want to know is thier any pokemon/pokemon type that makes it easier to get magby at route 227? You know, like if you want to get elekid, you bring an electric pokemon 1st in your party.

And about your question...no I don't think so, and the electric pokemon 1st in your party is bogus, where-ever you got that information from. But there is an ability that lures electric types but not all electric pokemon have it.

no, this is not about getting it on the leaf green game, i want to know how to get it on pokemon diamond, not leaf green, ok?

Well, that's just cause Pokemon with Static ability attract Electric types. There's no such ability for Fire, but Magby does get Magmarizer 50% of the time when caught in Pearl, as opposed to 5% in Diamond.
