Well, as Nintendo is obviously never going to answer my question, I figure I'll call upon the intelligence of the fan base.

I sent Nintendo the following email:
    Dear Nintendo,
This is a question pertaining to the Pokemon games for GBA--
specifically, the Fire Red/Leaf Green/Emerald versions.
While searching on a related forum for ways to legally obtain the
Aurora Ticket event, despite the fact that it has passed in America, I found
a member who had emailed Nintendo before asking the same question,
supposedly using this same contact address. Here is an excerpt from your
    reply:
We can add the Aurora ticket to Pokemon Fire Red/Leaf Green/Emerald,
and the Eon ticket to Pokemon Ruby/Sapphire, allowing you to catch Deoxys
and Latios respectively. We can also add Mew to any Gameboy Advance
Pokemon game. We can not help with any other tickets, as they are not
    available in Europe.
If you would like us to add these tickets to your game/s, you can send
them in to us at the address below, along with your return address
details and a short note requesting the transfer.

Obviously, there is a difference in regions, but I still want to ask:
is this mail-in service still available? If so, what address should I
    send my game cartridge into?
Please don't tell me to check Pokemon.com, because I have. They have no
public information, nor any contact address for questions as far as I
    know.
Thank you for your time. I am aware that this has probably been asked
    an innumerable number of times.
    And got this in response:
Hello and thank you for contacting Nintendo,

In the past, Deoxys could be obtained in a few different ways: By
downloading a special item called the Aurora Ticket, which was available to
those that attended the Pokemon Rocks America tour in 2004; through a
download station at the Pokemon Center in New York (which is now the
Nintendo World Store); or through a special game download that was
available to those who visited the Houston Space Center in Texas.

As you know, there are countless websites on the Internet that post
Nintendo news and information. Many of these independent websites take
the liberty of posting news based on rumors, speculation, or
assumptions--and that is just fine. We understand that Nintendo fans are eager for
as much new information as possible!

However, as a publicly traded company in Japan, Nintendo has a
responsibility to our retailers, suppliers, employees, and stockholders to
provide accurate, official information on our products. Therefore, what we
present on our official website will always be confirmed and reliable.
Although officially confirmed information can still change from time
to time (like product release dates), Nintendo's own websites will be
the most current official source for all Nintendo news and information.

Our website is also a source of information on products produced by our
third-party licensees. However, because these products are not
produced or sold by Nintendo, we may not have all of the latest details. In
these cases, we recommend that fans visit the website for the actual
company who produces the product in question, or contact them directly
    for the latest news.

If we announce any additional ways to obtain Deoxys in the future,
we'll be sure to post the information to the Pokemon websites at
www.pokemon.com and www.pokemon-games.com, so check back often!

First of all, can anyone tell me what they mean by "there products are not produced or sold by Nintendo"? Who are they sold by, then?

Second, why won't they answer my question? ._.; A simple "yes you can mail in" or "no that's impossible", and I would be perfectly happy. But why do they have to go into this pointless ramble about Pokemon fansites posting false information? Are they trying to say I'm lying?

Third, and most important, can anyone confirm or denounce this for me? PLEASE? I've heard of people mailing in their game cartridge into Nintendo before, but they seem very edgy about answering any questions about it.

I know this seems very rant-ish for such a minor issue, but I'm just irritated that I can't get a straight answer out of them.
