Hello,

I play on an ENG game. Will a 5IV ENG Ditto still have a Masuda method breeding for shiny if the other pokemon is of a SPA/JPN etc. language game?

Yes, it will. As long as the parents are from different language games from each other, they will have an increased chance of producing a shiny.
