No, it shouldn't. Considering how fast it would be to get a Basic Lv. X out, it would be way too broken, and completely unbalance the metagame.

Yeah, and Mew cards haven't historically been uber-powerful anyway. Mew Lv.X would probably end up being about the level of an OK Stage 1.

It would completely ruin the game as it would not be beatable unless you have a deck of almost all exs and lvl xs. I have a deck like that as it was available in WHSmiths which the winner of the 2007 tourney used.
