Gyarados used Taunt!
Lapras can't use Confuse Ray after the Taunt!

Gyarados messes annoyer Lapras over anyway. Best thing to do is just attack with Thunderbolt.
 
Gyrados could beat Lapras but aren't we getting a little off topic.
