    I have always wondered why some previous moderators are normal members right now. Is that a normal process, wherein being a mod is only for a limited amount of time, or is that they are just too inactive for the job? dPardon my curiosity.
     
    It may not be out in the open, but there is usually a good reason for it. Usually it's because they are on a leave of some kind. And as to your other question, there is no limit as to how long a Moderator can be one, unless they voluntarily resign their position or are physically removed from their post, which is rare.
