More Than One Legendary Pokemon?

I was wondering, when we talk about for example the Pikachu type of Pokemon, we speak as if it's singled out like one Pikachu howeverwe are obviously normally talking about more than one Pokemon. So when we talk about Legendary Pokemon like Ho-oh, who's to say there's more than one Ho-oh and in extention more than one Lugia etc.

There is definitely more than one Lugia, in the Whirl Island series of the anime, there was a baby and mother Lugia.

The are most certainly more than one Pokémon for some legendary Pokémon. They're have been some examples such as the multiple Lugia during Johto and the multiple Phione during Sinnoh. Multiple Celebi and mutiple Shaymin have also been sighted within the animé.

There are multiples of Legendary Pokemon just as much as there are multiples of Magikarp.

Heck, the only Pokemon that is canonically confirmed to be one-of-a-kind is Mewtwo (He's the only one of his species, and the lab was destroyed before they ever got the chance to make another clone.), even then, they made a holographic copy of Mewtwo from people's memories.

It would be cool to breed the legendary Pokemon that the anime showed multiple of, would love to have a bunch of Lugia's without cheating
