I've found that the more link battles you win, the more fans you get. I had the normal three, with one win. I got seven wins, got arround 5 or six fans.(this was about two or three weeks ago, so i don't remember the exact number)

And when you lose, one of your fans will go to the upper section. There, all the fans there will talk about trainers who have beaten you.

I only have one fan. (And I did it on purpose!)

My games glitched so i lost on it about eight or nine times to my Ruby version, now i have one fan on fire red and all on ruby.

When you first enter the Pokemon Trainer Fan Club in Saffron, all the people there are talking about other gym leaders.

Go back there after you beat the Elite Four for the first time, and the girl with brown hair will notice you. (!) She will tell you that she heard about you and the gentleman and little boy will become your fans as well.

The enemies that you've fought against will be discussed by the people in the upper section. Win link battles, and they will go to the lower section and become your fans instead.
