    On serebii it says under sceptile that he will learn frenzy plant via move tutor. But when I go to the move tutor frenzy plant isn't a choice, am I doing somthing wrong?
     
    Which move tutor are you near?
    He learns frenzy plant from that move tutor near the survival area and he has to be happy as well.
