4th Gen Mt. Coronet Top. Where is it?

I am trying to search for Tangela. I've talked to the girl in Sandgem tons of times, and EVERY OTHER swarming pokemon has come out at least twice. I was starting to wonder why Tangela never showed up. Nobody's luck is that abysmal. Then I realised that maybe I have not yet been to the "Mt. Coronet Top." What is meant by that? Where is it? Is it the snowy area with the entrance to the final cave leading up to Dialga/Palkia, or is it somewhere else? Help please.

In that cave near Oreburg and go up. And keep going up. You'll need Rock Climb, Rock Smash, and Strenth.

Super Gullwing's already answered, but yeah, it is the same snowy place where you trail by to get Dialga/Palkia.
