Moveset for Politoed?

Whats a good moveset for a Politoed (in-game)??
Im thinking about Surf, Ice Beam, Hypnosis. But im not sure about the last one.

Dratini lv 20
-Whirlpool
-Dragon Rage
-Thunderwave
-Thunderbolt

Bayleef lv 21
-Razor Leaf
-Synthesis
-Cut
-PoisonPowder

Honchkrow lv 20
-Fly
-Heat Wave
-Sucker punch
-Superpower

Gallade lv 20
-Confusion
-Telepot
-Growl
-Double Team

Theres not much to say, you can use anything in the pokemon storylines and get away with it.

I guess you could catch like a Bellsprout or Oddish. If you like Riolu for the cool factor I'd be Machop instead.
