Since we've established the correct posting place, I figure it'll be okay for me to post in this thread.
The sprite should be 80x80 pixels for the style that Nintendo has. Yours needs to be slimmed down. Instead of blowing everything up, scooch in closer and make the details smaller. Trust me, it'll pay off. I also noticed you had some random pixels on the very top strand of. . Hair? Grass? Whichever. Either way, that's not a good idea. =/ Neither is scrunching up a bunch of pixels in one spot like you did at the far left of the sprite.
For the first step, sometimes it's easier to use a Pokémon's body as a base or a reference until you can get your bearings by yourself. ^^ I decided to show you how by using Seedot since that's what it looks the most like.
Take Seedot and get rid of its colors. Change the outline to black and get rid of parts you don't need. Change other parts you do need so it looks more like a sprite of your own creation. Trust me, there's no harm in having a bit of help. ^^

Next up is putting what you want on the sprite. Don't worry about the outline at this point. When you're finished putting it all in, you can fix it all up! =3
→
Now you can start adding the colors! =D Once you've done that, shade it. Then you can highlight it if need be! >3 A word of advice: If you ever decide you want to use the default MS Paint colors, slap yourself because that's a no-no.

Then you have to get the mouth in. You should use red for smaller mouths just to make it easier on you. If you have a bigger canvas to work with, you can outline the mouth if you have it open or closed. When it's closed, keep it outlined with no red. If it's red when it's closed, people will think it's opened. Ya with me? XD
Last is the very tricky part: The outline. Too much black and it looks far from the original Pokémon style. Too much color and it looks too cartoon-y. You need just the right amount of each. Where the light doesn't reach well, the outline is completely black. Around there, there should be some small, darkened colors. Like so:
Now look at the difference:
For the kind of fakemon you have, you should know a little bit about human anatomy to get the head right. If you don't, then search up the skull structure.
Also, if you're having trouble with outlines, get a Pokémon sprite and take all of the colors off of it but leave the outline. Study it and repeat as necessary.
Hope this helps! =]
