No it doesn't have Wish. And most likely, that Diglett is hacked. There was no RNGing in FR/LG, so it's almost impossible to get all 31 Ivs from those games. I suggest you take it off your thread.

I never said that my dugtrio has 6 times 31 ivs. -_-
His Ivs are 3/23/3/14/30/16
