New Methods of learning moves

A thought came to me. I been reading up on Pokemon fanfics, and in them they often show that the way a Pokémon learns a new move and mastering it is by practice using it repeatedly. Lets say you start with Scratch for Charmander, and you want to be able to learn either Slash or Metal Claw, you would have to use Scratch a number of times as it gets stronger to the point you unleash either attack after a certain number of uses.

Think of it like how it works in the Elder Scrolls series that you work on one skill lets say One-Handed Weapons, you use only one handed weapons repeatedly on enemies and it slowly builds experience and you level up that skill and becomes more proficient and stronger.

Would it be possible to create a script like that for moves by making a move tree and simply meeting requirements for learning a new move within that move tree?
