New to ROM Hacking, looking for a Gen 3 base with all modern Pokemon, moves, and abilities

    As it said in the title, I'm looking to get into ROM hacking, and I'd like a ROM base of preferably Emerald, but I'll settle for FireRed (since I've heard those are the two games easiest to hack), with all Pokemon, moves, and abilities up to PLA, or at least SwSh. Please let me know if I'm posting in the wrong area. Thanks.
     
    I can't seem to find bases with all current moves & abilities. Pokemon Essentials v.20 has gen 8 content, maybe you can find what you're looking for. If not I suggest looking at the Resources page, seen a free Emerald base you might want to use there.
     
    not much for PLA content yet, but pokeemerald-expansion on github has pretty much everything up to gen 8
