Alright... Here goes–
The thing my friends and I stress the most about deck building– Consistency. Are you able to get your field setup early in the game AND every time you play? The way you want to do this is adding more than 2 of the Pokemon you have out on the field. For Example, say I have 4 Oshawott, 3 Dewott, and 2 Samurott in your deck. If you want to have Samurott in play a lot, you're going to want more of them in your deck. So, a good line of Samurott would look like this: 4 Oshawott 2 Dewott 4 Samurott. Since you want Samurott in play as quickly as possible, you should put in two to three Rare Candy. Rare Candy allows you to evolve Oshawott straight into Samurott. Also, the samurott you want to use is the one with the Ability, not the one with two attacks. The ability reduces all damage done to it by 20, if i can recall. It can be found in the Booster Packs of Pokémon: Black and White or the Samurott tin. *Samurott is an attacker. Not a support Pokémon.
Samurott isn't the best card on its own. A good combination I like to use is Samurott + Serperior. The ability Serperior is also in a tin, and the Black and White booster packs. *This Pokémon is a support Pokémon. Its ability deducts 10 damage done to all of your Pokémon in play by 10. A good line of Serperior would be 3-2-3. Its standard, but it works. Again, Rare Candy needed.
Since Samurott has a weakness to Lightning, we want to counter that with a Lightning weakness, which is FIGHTING TYPE, such as Terrakion or Terrakion-EX. Terrakion is in BW: Noble Victories, and Terrakion-EX is in Dragon's EXalted. Terrakions would be a backup attacker for the Lightning-type matchup. Two to three Terrakion/Terrakion-EX should be fine. Or, you could run 2 Terrakion-EX and 1 Terrakion. Its all up to you. Don't worry about Serperior's Fire Weakness, they're not so popular anymore.
The only other Pokemon Card I'd use in this deck is Shaymin-EX. Shaymin is a good Late Game attacker for when its down to the Last Prize for your opponent and you need cheap KO's. 1 Should be fine. It's in the Next Destinies set.
TRAINERS, SUPPORTERS, AND STADIUMS
So, in a Samurott Serperior deck, all you really need is to attack, and survive attacks. So, for a beginner like you (no offense), These are the Trainers and Supporters I'd recommend:
4 Rare Candy (BW-Dark Explorers, HS-Undaunted)
3 Super Rod (BW-Noble Victories)
4 Pokemon Catcher (BW-Emerging Powers, BW-Dark Explorers*VERY RARE IN THIS SET)
2 Energy Retrieval (BW)
3 Level Ball (BW Dark Explorers)
2 Heavy Ball (BW ???)
2 Pokemon Communication (BW)
2 Eviolite (noble victories)
3/4 Professor Juniper (BW, BW-Dark Explorers)
2/3/4 N (same as Juniper)
2/3 Bianca (BW-Emerging Powers)
1/2 Cilan (Next Destinies?)
2 Cheren? (Emerging Powers, Dark Explorers)
ENERGY
Since you have Samurott as your main attacker, use plenty of Water energy. I'd use about 8. Use maybe 4 to 5 Grass, and 4 Fighting. Or use Prism Energy from Next Destinies. You choice.

I know it's not the best list ever, but its actually a pretty good one.
Now For the Zekrom Deck. Personally, I think the only thing that goes with Zekrom is Eekektrik from Noble Victories. It has the ability called Dynamotor, which allows you to put an energy from your discard pile onto a benched pokemon... There's SO many lists out there online, including some from me here on PokéCommunity, so I don't really want to go in depth about it. Good Luck with your decks!
*Personal tip: for cards like the ability smaurott, serperior, terrakion, shaymin, pokemon catcher, and terrakion ex, it would be best to just buy them online or trade with friends, because its really not worth it to spend all your money on booster packs and get nothing you want. I'd much rather you spend all your money on cards you need :)
