HMs don't waste them all on your powerhouses that's why I kept a numel in hand I didn't train it but they sure do use the HM strength well. Their is a poll here just choose the best candidate to use the move fly on my team OK bye.

Tropius is the best HM Slave with Fly ever. Especially when combined with Mudkip (they get all 8 HMs). Gyarados might work over Mudkip, but its harder to get...

flygon, it's fly attack has saved me multiple times in the battle tower, and even more in emerald in the battle pike

Pelipper was very handy for me as it can learn surf aswell

I taught Fly to Flygon, but keep in mind that I typically don't use HM slaves and it was the best fit for my team in the game.
