Standard. Just go ahead and use 252 Spd IMO, as Fire Blast will still only heavily damage skarm iirc.

Drill Peck is a must. IF you were gonna go without it you might as well have used WW btw. Use about 4-8 more EV points of speed.

Meh. I can't see the real use for HP Grass since you have donphan for tyanitar.

Needs a Special Wall or some kind of Light Screen. Dusclops will have so much fun stalling this team it's not funny.

Actually, max HP on Skarm (as well as on other walls) will give it better defense than what it would get from maxed EVs in Def (and somewhat better sp.defense, too); it doesn't matter that much if you give it more hp than enough for max lefties recovery. That being said, I'd recommend max hp on Suicune and Celebi as well.

Currently your team gets easily stalled out; Dugtrio somewhere could help alot, by removing Blissey and Magneton, before they'd stop Suicune/Raikou and Skarmory respectively.

I don't understand why u have Donphan and Skarm and no true Special wall... needs bliss/lax/regice imo. Or if u really think u dont need a special wall cause of the dogs, replace Donphan for Dugtrio. Just throw Starmie in somewhere if u need a spinner, or use Forry>Skarm
