Can anyone tell me the exact words Oak says Before and After he gives you the National PokeDex? This would help me alot.

You'll know he's about to give you the National Dex if Gary shows up when you talk to Prof. Oak in his lab. Both of you will get the National Dex. You need to capture at least 60 Pokemon before any of this will ever happen.

Once you do, talk to Oak in his lab and you've got it.
