Well, I've noticed other Userbar Tutorials, and they just don't seem right for some reason :/
I made a couple mistakes in this tutorial, for example, the actual size for a Usaerbar is 350x19, and it isn't a good idea to put your render under the scanlines. Also, I made my text a little big. It should be much smaller :P Other than that, here ya go:
In this tutorial I'll be showing you how to make this:
First off, let's create a new workspace in Photoshop, the size can be anything that's long and thin, I go with 300x23. (However, before this tutorial is over, I end up changing the size to 300x19)
Next apply some colors to the background. They can be any to your liking. I just go with a simple gradient.
Next we're going to be adding some scanlines to the userbar, Here's a tutorial to let you know how to make scanlines: (A very old tutorial by me)
Next, decide on the picture that you're going to have on your userbar. This is what I went with:
Place this layer under the Scanlines as well.
Now for the text, I use Vistor TT2 BRK, which you can find here: https://www.dafont.com/visitor.font
Make sure to put the text under the Scanlines as well.
Now we'll add a Glazed effect. Just take the Shape tool, go to the circle, and make a big, solid, which circle, so that the bottom of the circle will go from one end of the Userbar to the other. Then change the opacity of that to 23. Now we're almost finished. (This layer goes under the Scanlines as well)
Now, create a new layer, press CTRL + A, then go to Edit >> Stroke >> 1px Black. And you're finished. You've successfully made a userbar. If you had any problems understanding this tutorial, feel free to post questions here.

Now follow that previous example, only making the scanlines 6x6. Apply it to a new layer, set the layer's opacity to 23%, and you should end up with this:![]()
Start by making a new file, the easiest and most used is 3x3, but you can experiment with the sizes. Under background contents change it to Transparent. Here is what the file should look like:

Now press Ctrl & + until the file is as zoomed in as much as possible. Right click your brush tool and select Pencil Tool. Decide what color your want you lines to be and select it, for this tutorial I'll be using black. Now make a straight line in the direction you want your scanlines, for example:

Now go under Edit and select the "Define Pattern" option. Save your pattern however you'd like. Open the image that you would like to have scanlines on, then make a new layer. Here is the location on the new layer button:

Then select the new layer and go under Edit again, except this time select the fill option. Under "Use" select the "Pattern" option. Under that option you can select the pattern you just made. Make sure to set the blending mode to "Overlay". Select OK and you should see an image with scanlines over it, like this one:
