    He's there to set up hail.

    But, he can also do well subseeding and can do quite well attacking with his two STAB moves.

    A very awesome toxic stall for NU even without hail.

    But with hail he becomes a monster..He becomes very hard to budge and is a great defensive wall.

    A very broken NU IMO.

    I seriously don't understand how quagsire made it's way to NU...It can serve as an awesome defensive wall in nearly all tiers..never mind NU.

    He can also cause some damage with the great combo of EQ and SE.

    Here for more defensive support.

    Here for Spikes support and Rapid Spin support..But also walls some defensive threats.

    Spikes as much as possible, Rapid spin if needed, Explode when done.

    A simple and effective hypothesis.

    Wailords broken HP makes it a great mixed wall.

    Your Mantine set is disappointing...

    Run something of the following (EVs/nature are really up to you, most spreads work for mantine) [All @leftovers and with water absorb]:

    Mirrantine Coat
    +HP Flying
    +Mirror Coat
    +Surf
    +Toxic

    Mantine can survive just about every Thunderbolt and Charge Beam from non-specs Raichu on down. Mirror Coat it back for excellent damage. HP Flying + Surf is great coverage for Toxidraining. Preferred EVs for this are full HP and SpD, though.

    Ulititine
    +Haze
    +HP Flying / Toxic
    +Surf
    +Ice Beam / Blizzard (this is a hail team, correct?) / Toxic

    Haze can mess up a few things. Mantine can survive quite a few things, so it can get rid of boosts from special boosters (preferably ones without Thunderbolt). You shouldn't run both HP Flying and Ice Beam ideally unless you're worried about Ludicolo. Ice Beam > HP Flying is really preferred. Toxic is pretty necessary for this set to work. You need some Defense investments if you plan on switching this into boosted Physical Attackers. Always max HP.

    The standard sets for Mantine kind of suck... Restalking is never good, and that set you have now will never do anything to anyone. The RD set is decent but negates the purpose of your team. So I'd go with one of the above to give Mantine purpose or just drop him altogether.

    Now, what I don't understand... why are half of your Pokemon non-Ice Water-types? They still take damage from Hail, and to be honest, won't help. If you're going to use Pokemon that take damage from Hail anyway, replace some of your mons with Pokemon that can easily OHKO some of the most common threats in UU. It just isn't a good idea to open up your team to Sceptile ruining everyone.
     
    The problem of this team is that it deals with a hail team with alone 3 resistant Pokémons to hail, and it totally has many Pokémon with spread in the wrong Evs, and if the team adversary has a Rapid-Spin Blocker you become very weak to Stealth Rock.

    He doesn't need to lack a Rapid Spinner to have a Stealth Rock-weak team =/
     
    get rid of toxic from walrein and give it roar.

    just make sure tentacruel gets toxic spikes over spikes.

    You might want to remove toxic from some over pokes aswell
