PGE Broken?

Hello. So I've been making a modified version of Fire Red recently that I pretty much just wanted to play. So far, I managed to get reusable TMs, the physical/special split (with moves manually edited to be special if they need to be) and gen 7 power/accuracy/pp for each move. I was pretty happy with that, but then I started tinkering with advancemap, PGE and scripts via PKSVUI. There was a lot to learn, but I was making some serious progress in tweaking various things without any major modifications to the region as a whole. I ended up making it more open-ended by changing routes and dungeons to be more open like making it possible to walk straight past Mt. Moon for example and go directly to Cerulean City. I've spent about a week modifying things, and they all work well, it's just that Pokémon names, dex entries and a few other things show up as junk text in PGE only, and while it didn't bother me before, viewing certain dex entries now crashes the game. I was hoping to edit them to not crash, but it isn't working. This is mostly a problem because if I catch one of those pokemon the dex entry comes up automatically, so I can't do things like catch a Pidgey. I wanted to see how much of PGE was screwed up by my modifications, so I opened an unedited version of FireRed. Turns out, the dex entries do show up properly, and so do the names; but if I try to use the "decap all" feature of either names or moves it just turns them all to gibberish, as it does with the modified rom as well. Just to test it, I made sure to download the newest and a slightly older version of PGE from its github; no change. I also tried to get a "fresh" Fire Red rom from 3-4 different sources, but none of them even open with PGE instead giving the error "Unhanded exception has occurred in your application" citing that "Length cannot be less than zero." To add insult to injury, I can't even open unmodified Fire Red roms anymore; even the same unchanged files I tried to open before! Great, so PGE is pretty darn borked. Any ideas?

You might be on FireRed 1.1

Well I fixed one thing anyway. I'm not sure about the rest, but the pokedex crash can be fixed by going into PGE, putting a temp string like "temp" in the pokedex entry box, letting it save and repoint, then it turns to gibberish. In the game it's just blank, maybe with some junk text here and there, but at least it doesn't crash. Problem solved I guess.

Yesterday I found another new issue however. For some reason, whenever I get into a battle or open a submenu when near certain trainers, when the game gives me back control, there is always some weird junk sprites on the screen, and I'm controlling one of the trainers. For some reason I can only move a few tiles in each direction, maybe it has something to do with their line of sight distance, I don't know. Either way, how do I prevent the game from doing that and/or fix it once it has started? For the record; it doesn't softlock, all I have to do is fly/dig away and I'm back controlling my character, but it seems to have a 100% trigger rate on certain NPCS. What?
