Pidgeot a Thunder type? Gyarados a fire type?

In the Pokemon Holon Phantoms EX booster packs, why have the pokemon been mixed with types that obviously dont match them? For example, Pidgeot is a thunder type, and Gyarados is a fire type. What explains this? Does this mean in Diamond and Pearl, pokemon like Pidgeot and Gyarados will be able to learn Fir and Electrical attacks?

probably...in the cards,they did it,so you could have an edge,and obviously more strategies.....Gyarados on the other hand is already able to learn dig,Thunderbolt,fire blast,ect(through the use of Tm's)

Anyway, there supposed to be like that. Plus in the show Gyrados did use Flamethrower in "A Togepi Mirage", so thats not all that new.
