I've always thought, the writers seemed to hate the thought of Ash being "overpowered" and having fully evolved Pokemon at that stage of the anime. He gets rid of Primeape and Butterfree as well, immediately Oak's Muk, and never seems to withdraw Kingler after the league, so his only fully evolved Pokemon was a Charizard (who doesn't listen to him). As I see you seem to be watching the early episodes (for the first time?), I won't add anymore in case you don't want it to be spoiled.

I suppose by the time they finished Orange Islands, the writers didn't see the need for him to get it back because he'd just catch another bird Pokemon in Johto.

You've got a bit of a point there. But remember that Ash's Pidgeotto evolved in Pigeot after the Pokémon League and it was released the same episode. Correct me if I'm wrong though.
 
I second Jorah; they have Ash get rid of all his evolved Pokémon mostly because how powerful they might seem at the beginning of new seasons. Every once in a while, though, they do bring some of them back for an episode or two throughout the end, such as when Ash retrieved Charizard to battle against Noland in Advanced Generation series. As far as Pidgeot goes, I'm not really sure about that. If it had actually been released by Ash, then he might probably never be able to get it back, unfortunately. :(

Yep, that's what happened. I didn't mean it in a way that he only had weak Pokemon as an excuse to lose the league, but generally for when he battles random people as well. Not until Orange Islands when Charizard obeys him and he gets Snorlax he has a few strong Pokemon with him in his party. I think that even then, Snorlax slept a lot instead of battled (it's been years since I've watched OI), then of course gets Oak'd by the end of Orange Islands, and not too long after Charizard obeys Ash, he makes him stay at the Charisific Valley, so Ash still only has weaker non-evolved Pokemon throughout most of Johto (but obviously gets the stronger ones out for the Johto league).

It's not really until the end of AG/DP he really starts evolving more of his Pokemon.
