@Shedinjask: exactly what do you mean by "Competitive Raichu"? I mean, the last time I checked, Lt. Surge was definitely competitive. Otherwise, it wouldn't have even bothered to fight any of the pokemon it "Murdered" so to speak (not that it actually murdered them, but you know what i meant). and not to mention, it clearly enjoyed doing that, so the last time i checked, It is competitive.

'Competitive' Raichu refers to something that a competitive battle would use, on Wifi or Shoddy Battle. Surge's Raichu isn't considered competitive because:

A) It's not in the games.
B) It has a horrible moveset.

Then again, RBY didn't even have a metagame, so the point is moot.

RBY did so have a metagame. And this has nothing to do with Surge's Raichu. This is talking about stardard competitive Pika vs standard competitive Raichu. Raichu wins.
